Menurut Badan Siber dan Sandi Negara serangan terhadap situs web pemerintah termasuk dalam empat jenis peretasan teratas di Indonesia, sering kali disebabkan oleh sistem keamanan yang tidak cukup kuat.
Situs pemerintah biasanya menjadi sasaran peretasan dengan teknik web defacement, di mana penampilan halaman utama situs web diubah. Dari data yang ada, 9,2 persen serangan web defacement terjadi pada situs pemerintah pusat, dan 17,57 persen pada situs pemerintah daerah.
